JAKIM's whitelist: why a clean halal record speeds up approval

JAKIM says highly committed firms with no past issues can have halal certification approved within about a week. What a clean record looks like, and how to keep your file ready on any day.

TL;DR

JAKIM's halal whitelist is for companies with a strong compliance record. JAKIM's director-general said in May 2026 that whitelisted firms that apply and promptly submit supporting documents can have halal certification approved within about a week. The criteria are not published, so the practical response is to keep non-conformances closed, raw-material certificates current and recognised, renewals on time, and the file ready on any day.

  • JAKIM says whitelisted firms that submit documents promptly can be approved within about a week.
  • Whitelist criteria are not published; ask JAKIM directly rather than relying on second-hand accounts.
  • Customers can check halal status on the official Halal Malaysia portal and the Verify Halal app.
  • Imported ingredients need certificates from foreign bodies JAKIM currently recognises; the list changes.
  • Submitting promptly depends on a file kept current before anyone asks for it.

JAKIM (Department of Islamic Development Malaysia) has said that companies with a strong compliance record can get halal certification approval within about a week. Its director-general told Bernama TV in May that firms that are “highly committed and have never faced any issues” are classed under a whitelist, and that approval can be completed within a week if they apply and promptly submit supporting documents.

That makes your halal record more than paperwork for audit day. It is part of how fast your next application moves. JAKIM has not published a detailed list of whitelist criteria, so the practical response is the same for every business: keep the record clean, and keep the file ready to send on any day.

What is JAKIM’s halal whitelist?

JAKIM’s halal whitelist is a classification for companies with a high level of commitment and a strong compliance record, whose halal certification applications can be approved within about a week when supporting documents are submitted promptly. JAKIM’s director-general, Datuk Dr Sirajuddin Suhaimee, described it on Bernama TV’s Ruang Bicara on 22 May, as reported by Malay Mail. He said commitment is among the factors JAKIM considers.

In the same interview he said JAKIM would use AI to shorten processing for all applications. A system called MYeHALAL 2.0 would review each submitted application against JAKIM’s MyHALALINGREDIENTS database, which he described as a support system. In May he said it would be introduced within the next few months, without giving a date. Check the MYeHALAL portal for its current status before planning around it.

Two things are not public: the full criteria for the whitelist, and how a company is placed on it. Ask JAKIM directly rather than relying on second-hand accounts. A clean record already pays off elsewhere. JAKIM may grant a five-year certificate, instead of the usual two, to holders certified for at least five years with no non-conformances, no sanctions and an effective halal management system. Our guide to applying after MIHAS covers validity and renewal in more detail.

Why your halal status is checked in public

Customers, community groups and journalists can check halal status too. The official Halal Malaysia portal, halal.gov.my, and the Verify Halal app show whether a premises or product holds a Malaysian halal certificate (sijil halal), as the religious affairs minister reminded diners in 2023.

For a certified business, that makes consistency the point: the portal, the certificate on the wall and your file should agree for every outlet and every product you sell as halal.

The same applies to what comes in. On 30 October, JAKIM recognised the Palestine Standards Institution as a foreign halal certification body, opening a pathway for eligible Palestinian food, beverages and raw materials. For imported ingredients, what counts is whether the certificate comes from a body JAKIM recognises, and that list changes. Check it with JAKIM before approving a new imported item, and keep manufacturer certificates current for everything already on your list.

What does a clean halal record look like in practice?

JAKIM has not published whitelist criteria, so treat the table below as good practice, not a checklist that guarantees anything.

RecordWhat clean looks likeWhere gaps tend to appear
Certificate and renewalRenewal submitted through MYeHALAL inside the window, six to three months before expiryThe window noticed in the last month, or after expiry, when it counts as a new application
Raw material listEvery manufacturer certificate current and issued by JAKIM, a state authority or a recognised foreign bodyA substitute bought during a shortage without checking its certificate
Non-conformancesEvery finding closed with evidence, checked by someone other than the person who fixed itFindings raised in a group chat and never formally closed
Internal audits and committeeAudits held on schedule; Internal Halal Committee meetings minuted (under HAS)Audits skipped in busy months; decisions taken but not recorded
PremisesThe certificate on display matches the premises, the menu and what the kitchen actually usesA new outlet, menu item or central-kitchen change not reflected in the file
Staff recordsTraining and health records current for everyone on shiftNew hires starting before their records are in

The renewal window comes from MPPHM 2020 (Manual Prosedur Pensijilan Halal Malaysia), as amended by JAKIM’s Pekeliling Pensijilan Halal Malaysia Bil. 1 Tahun 2026 with effect from 1 April 2026. If your procedures predate it, check them against the circular or with JAKIM.

How do you submit supporting documents promptly?

“Promptly submit supporting documents” is the half of the whitelist that sits in the applicant’s hands. In practice it means the file is current before anyone asks for it:

  1. One owner, one deputy. Name who answers JAKIM’s requests, and who covers when they are on leave.
  2. One current file per scheme and premises. The latest version of each document in one place, not spread across email, WhatsApp and a shared drive.
  3. A monthly expiry sweep. Check manufacturer certificates, staff records and the premises licence against their expiry dates, and chase anything due in the next 60 days.
  4. Close findings as you go. An open non-conformance from March is harder to explain in November than a closed one.
  5. A quarterly dry run. Walk the official Senarai Semak for your scheme as if you were applying tomorrow, and note anything you could not produce within a day.
  6. Diary the renewal window the day the certificate arrives. Both dates, in two calendars.

The aim is that a request from JAKIM is answered from the file within hours, not assembled over weeks.

Your compliance history now affects halal certification approval

A clean record is built slowly and shows up all at once: at renewal, at audit, and now possibly in how quickly an application moves.

For a chain, the record is built outlet by outlet. A gap at one premises still sits in the company’s file, so the habits above need to run at every outlet and the central kitchen, not only at head office. Most of this is the day-to-day halal maintenance JAKIM already expects. The difference is that keeping it current now has a clearer return.

Where HalalSuite fits

HalalSuite keeps the records in this post in one system. It is built around MPPHM 2020, MS 1500, MS 1514/GMP, GHP, IHCS and HAS, covers the F&B product and food premises schemes, and works in English, Bahasa Melayu and Chinese.

  • HalalApply turns the official Senarai Semak into a checklist with owners and linked documents. It classifies uploaded documents with AI and shows confidence scores, holds raw-material and manufacturer masterlists, and gives a rule-based readiness score that flags critical gaps. The output is a MYeHALAL-ready submission pack. BrowserBot, a browser extension side panel, helps fill MYeHALAL forms from that data; the user reviews every field, and a person makes the final submission.
  • HalalMaintain gives a compliance dashboard across premises and alerts for expiring certificates and records. Mobile daily checklists raise a non-conformance automatically when an answer is “No”, and corrective actions close only with photo evidence and a superior’s approval. Internal audits, Internal Halal Committee records, training, health, pest control, samak and lab records sit in an audit dossier that stays ready.

HalalSuite does not issue halal certification, and it cannot place a business on JAKIM’s whitelist. JAKIM and the state religious authorities make those decisions, and applications and renewals are still submitted through MYeHALAL. The AI reads, classifies, flags and drafts; people decide. For questions about your own case, check with JAKIM or your adviser, or speak to a specialist about how your file is kept today.

Questions worth asking this week

  • If JAKIM asked for our supporting documents today, how long would a complete set take to send?
  • Are any non-conformances still open, and how old is the oldest?
  • Does every imported ingredient’s certificate come from a body JAKIM currently recognises?
  • Does what a customer sees on the Halal Malaysia portal match every outlet and product we sell as halal?
  • When does our renewal window open, and whose calendar holds it?

If the answers come quickly and match across every outlet, the record is already working for you.

Frequently asked questions

What is JAKIM's halal whitelist?

JAKIM's halal whitelist is a classification for companies with a high level of commitment and a strong compliance record. JAKIM's director-general said in May 2026 that whitelisted firms that apply and promptly submit supporting documents can have halal certification approved within about a week. JAKIM has not published detailed criteria, so businesses should ask JAKIM directly how it applies to them.

How long does halal certification take in Malaysia?

Halal certification time in Malaysia depends on how complete the application is and on JAKIM's review and premises audit. For companies on JAKIM's whitelist that promptly submit supporting documents, JAKIM's director-general said approval can be completed within about a week. JAKIM has also said it plans to use AI in MYeHALAL 2.0 to shorten processing. Confirm current timelines with JAKIM when you apply.

How can I check if a restaurant or product is halal certified in Malaysia?

Halal certification status in Malaysia can be checked on the official Halal Malaysia portal, halal.gov.my, or in the Verify Halal app. Malaysian halal certificates are issued by JAKIM or a state Islamic religious authority, so the certificate itself, not the signage or the menu, is what to check.

Which foreign halal certificates does JAKIM accept for imported ingredients?

JAKIM accepts halal certificates for imported products and raw materials from foreign halal certification bodies it recognises. The list changes: on 30 October 2026, for example, JAKIM recognised the Palestine Standards Institution. Before approving a new imported ingredient, check that its certificate comes from a body on JAKIM's current list, and keep the certificate on file with its expiry date.

Can HalalSuite put my business on JAKIM's whitelist?

No. HalalSuite does not issue halal certification and cannot place a business on JAKIM's whitelist; JAKIM and the state Islamic religious authorities make those decisions. HalalSuite helps keep the application file and the records kept after certification current, while applications and renewals are still submitted through MYeHALAL. Its AI reads, classifies and flags documents, and people make every decision.
